We have an artist suggestion facility (if you haven't alreasy used it):

There is also a process to get artists listed, this includes popularity, access to information, etc - if Sarah has been suggested and is currently not listed then it will be due not being able to fulfill the requirements.

This does not mean she will never be listed, simply not at the moment.
